When a newly created user logs into Fusion Applications, they see the following SSL error in their browser:
Secure Connection Failed
SSL received a record that exceeded the maximum permissable length.
(Error code: ssl_error_rx_record_too_long)
Steps to reproduce:
1. Create a new user in Fusion Applications
2. Log into Fusion Applications with the new user
