User Account Creation Failed Because Of Duplicate Email Address

When an employee is created with an email address which is the same as that of an existing employee, there is no duplicate check/validation performed in Fusion HCM. The employee is created successfully. But when the user navigates to Manager Resources > Manage Users page, the following error message is displayed: "User with the attribute mail, value already exists."
In the above scenario, will anyone get notified that the error has occurred during user creation?
Is it possible to display warning message/ send notification to the creator at the time of hiring employee, as part of the hiring workflow/ process?
