Fusion Global HR: How Do You Enter Worker Details for Localizations While Loading Bulk Data Using Spreadsheet Loader?

Goal
How do you enter worker details for localizations while loading bulk data using spreadsheet loader?
Is the "Create Worker" spreadsheet designed for loading bulk data using spreadsheet loader?
When the spreadsheet is downloaded, it contains many legislative specific columns as listed below, but no instruction on what information those columns map to. Are there any instructions available for mapping application values to these columns? How does the user know what values the columns should hold?
Steps to get the Create Worker spreadsheet:
- Navigator > Workforce Management - Data Exchange
- Select Initiate Data Load task
- Select the Create Worker Create Spreadsheet icon.
Spreadsheet will contain something similar to the following columns that are related to localizations:
Region 1
Region 2
Region 3
Person Legislative Information 1
Person Legislative Information 2
...
Person Legislative Information 10
Person Legislative Information Number 1
Work Relationship Legislative Information Date 1
