Why able to unshare a Contact if not the primary team member of the contact record? (Doc ID 1551608.1)

Symptoms

User should not be able to unshare a contact if they are not the primary team member of the contact record. At any rate they are able to do it.
 
Also per the documentation it states “The contact will still be available on Fusion Server” ...this means that the contact’s relationship is broken with the customer, but the contact record is still available

EXPECTED BEHAVIOR

stop sharing a Fusion contact with Fusion Server so that it is removed from your Contacts synchronization filters and will no longer be synchronizes as a direct record to CRM Desktop. The contact remains in your Microsoft Outlook on a Fusion form and as not shared. The contact will still be available on Fusion Server.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In the Contacts list, find the shared Fusion contact you need. Such contacts are indicated by the following icon .
2. Open the contact that you want to stop sharing with the Fusion Server.
3. At the top of the Fusion Contact form, click the orange "Shared with Fusion" bar. The gray "Share [contact's First Name + Last Name] with Oracle Fusion CRM" bar is now displayed. For more information.
4. Click Save and Close.
