Search for an Employee to add contacts through the Benefits Manage Contacts screen results in the following errors:
The issue can be reproduced at will with the following steps:
1. Navigation Benefits -> Enrollment -> Manage Contacts
2. Use Search date of 3/1/2013 to search for the EE and then use 3/10/2013 to add Contact
3. Try to Add new Contact and get the First Error. (Which is as above in the Error Section)
4. When attempt to adjust the Effective Start Date to match the Effective As Of Date in the Search Person get the Second Error.
