Username Has Already Been Reserved Error when Provisioning an User

User provisioning failed with error username xxxxxx has already been reserved. Please provide another username.

Steps to reproduce:

1. Login to Fusion Application

2. Batch load a user with user name as xxxxxx into fusion application

3. Click Navigator -> Tools : Scheduled Process -> Schedule New Process

3. Search and Run Send Pending LDAP Requests job and confirm completion of the job

4. Search the user in Person Management, and open the user

You will see the user provisioning failed with the error
