Troubleshooting Steps
 User does not have the option to start a process, or the type of process they want to start is not available to select: 
 Onboarding (Transitions) process is not starting 
 After extending the EOffer, or a New Hire or Pre-hire process, the user gets this error:  One of the values entered is not unique. No process is started.
 Electronic Offer (EOffer) cannot be started or is not initiated
