Territory Based Assignments Down : Get Error JBO-FND:::FND_CMN_INVALID_ATTRB_API_SERV

Symptoms

On :  11.1.6 version, File Import

When attempting to assign Sales Account but also Opportunities a new instance
the following error occurs.

Note that same request with same parameters are successful in old similar instance and previously in this new instance
THis issue had not been tested for 2 weeks and just appeared then on 30 th May
