Contact Email Address is set to Required But Can Still Save Without Email Address (Doc ID 1565688.1)

Symptoms

On : 11.1.5.0.0 version, Application Sales

ACTUAL BEHAVIOR
---------------
 Contact Email address set to required in App Composer but can still save without Email Address.

Email Address is required for the following areas:
- Opportunity Contacts
- Lead Contacts
- Organization Contacts

However, Contact is getting saved without Email Address

Steps to recreate:
1. Navigator
2. Lead Qualification
3. Click to Create New Lead
4. Under Primary Contact click search
5. Click Create New
6. Enter Name and Organization but do not enter an Email Address
7. Click Save
8. Not prompted to enter Email Address
