Fusion Payroll Interface: Using The Recurring Scheduling Does Not Seem To Be Incrementing The Effective Date (Doc ID 1565965.1)

Symptoms

When running the Payroll Interface Export using a recurring schedule, the effective date is not incrementing from the initial effective date used to schedule the process.

The issue can be reproduced at will with the following steps:
1. Navigate to Payroll Checklist.
2. Look for the Payroll Flow to be used.
3. Schedule recurring schedule and submit.
4. Notice the effective date after the second day of execution.
