Cannot Add A Grade To An Employees Record, Grade List (LOV) is Blank (Doc ID 1569134.1)

Symptoms

On : 11.1.5.0.0 version, Manage Workforce Lifecycle-Add Person

ACTUAL BEHAVIOR
---------------
Cannot add a grade to an employees record.
When the grade drop down is clicked, no values show in the list of values (LOV) even though there are grades defined on the system.

EXPECTED BEHAVIOR
-----------------------
There should be values in the LOV that can be selected and assigned to an employee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as HR Specialist.
2. Navigator > Manage Workforce Structures - Manage Grades
3. Do a blind search. Many grades show as being defined.

4. Navigator > Manage Person
5. Query and select an employee
6. Manage Employment - Edit
7. Click in Grade field and select the drop down.
No values appear in the list.
