FUSION Payroll: Unable To Manually Create Deduction Card On Employees Loaded via FBL (Doc ID 1569135.1)

Symptoms

Unable to manually create deduction card association on employees in Fusion Payroll. Employees were loaded via File Base Loader (FBL).

When trying to create associations on loaded employees via FBL, get error:

An application error has occurred.
See incident log for more information.
Incident 72, Application Name HCMPayrollApp

When an employee is manually hired through the Fusion HCM application users are able to add the TRU association on the tax deduction card.

The issue can be reproduced at will with the following steps:

1. Load employees via FBL.
2. Navigate to Payroll Calculations.
3. click Manage Personal Deductions.
4. Search for an employee.
5. Click on Employee Withholding Certificate link.
6. On the Deduction Card Overview click on Associations node.
7. Add Associations and Association Details for Tax Reporting Unit (TRU).

 

Changes

Employee data was loaded via File Base Loader (FBL).
