Does HR Specialist have access to participant feedback to add participant on behalf of line manager ?

Trying to configure Performance Evaluation cycle with peer review feedback task as part of cycle. In this process, access to task Manage Participant feedback is restricted to Line manager only. As per requirement, Need to give access to this screen to HR Specialist so that HR Specialist can add participants on behalf of line manager.
