Fusion: Performance Goal Does not Pull Through the Performance Document if it is a Copied Personal Goal

Performance goal does not pull through the performance document if it is a personal goal that has been copied to performance goals.
The issue can be reproduced at will with the following steps:
1. Create a personal goal
2. Copy goal to performance goals
3. Manager creates performance document
4. Only goals created as performance goals show in the document
As personal goals can be used as drafts, the expectation is that once copied to performance goals, they would appear in the performance document when it is created.
