User Creation Fails As 'Xellerate Users' Organization Not Searchable In OIM

When attempting to add new implementation users in Oracle Identity Manager, the Organization field does not show the value Xellerate Users.
Customer already followed the instructions provided in the Doc Id: 1535755.1 - Fusion Application Users With IT Security Manager Role Cannot See "Xellerate Users" Organization in OIM Console, but still the issue could not be fixed.
Steps to Reproduce Issue
1. Login to OIM
2. Create new Implementation User in the Administration Console
3. Navigate to the field Organization and click on drop down list
4. There are "No rows returned"
The following error is reported in the OIM managed Server diagnostic log file:
