Receive HRC-1035168 Error When Processing Global Transfer (Doc ID 1580279.1)

When performing a global transfer/creating a new work relationship in a different legal employer, the following critical error is generated:
"You must complete or cancel the current task before starting a task with a different organization or country context. (HRC- 1035168)".


Steps to Reproduce the issue

1. Login to Fusion Apps as HR Specialist
2. Navigator > Person Management  
3. Query a person and select.

Manage Person tab opens with task list to the left.

4. Click on Global Transfer.

Error appears.
