Retro Pay Not Working (Doc ID 1581225.1)

When submitting payroll with retro active pay change Retro Event is not triggered

The issue can be reproduced at will with the following steps:
1. Configured element to allow Retro Pay
2. Hired an employee
3. Ran two payrolls
4. Entered a new salary retroactive to hire date
5. Ran quick pay for first two payrolls
6. Did not produce Retro Pay
