Unable to add roles in Manage Users page. The roles are visible in Oracle Identity Manager (OIM).
The issue can be reproduced with the following steps:
1. Navigate to Setup and Maintenance
2. Search and open Manage Users tas
3. Search and open a user
4. Click Add Role button > No roles display.
