Symptoms

On Oracle Fusion Applications, release 11.1.7.0.0,

When processing life event in subsequent year (2014), error is created 'A payroll id is required for determining pay periods. Check to make sure the person has a valid payroll on the processing date. (BEN-990362).
This error occurred in the package ben_distribute_rates.get_pay_periods_between. Contact your system administrator to review trace file.

Processed FSA_2 Life Event on later date  - Made FSA enrollment with Coverage = 2400
