Fusion : Calculated Performance Management Ratings Do Not Recalculate for New Changes Once a Review Document Has Been Submitted (Doc ID 1584751.1)

On : version, Manage Worker Performance-Evaluate Worker Performance

when a manager submits a performance evaluation document, they see a calculated rating; they assume its correct and submit the evaluation. Next, they go back and make some further changes to the performance document and when they go back to the overall summary page, the calculated evaluation is still the same and is not recalculated.

Calculated ratings to be updated upon resubmitting a submitted performance document just as they are upon re-saving a saved performance document.

The issue can be reproduced at will with the following steps:
1. Open a performance document when manager enters ratings for competencies/goals, reviews the overall summary calculated rating and submits the performance document.
2. Next, the manager re-opens the performance document again, and makes some additional changes to both goals and competencies rating and reviews
3. Manager submits the performance document
4. Overall summary calculated rating does not change

The issue has the following business impact:
Due to this issue, if the ratings are not calculated correctly the managers can give wrong overall rating and this will create a wrong merit increase for the employee as the merit increase is based on calculated rating which will cause legal issues. It impacts performance as well as merit.
