When Rehiring a Terminated Employee Why Is A New Person Number Generated?

When Rehiring an employee the user expects to see the same person number used rather than generating a new person number. The user rehired an employee and reviewed the Manage Employment UI. The user was expecting to see the original person number with a dash and then a 2 next to the original number.
