When Area of Responsibility is Assigned, the Wrong Value Appears on the Screen (Doc ID 1593771.1)

On : version, Manage Workforce Lifecycle-Manage Personal Information

When changing the Area of Responsibility for a user, the value is not being set appropriately.
The value selected on the page is not the value that shows up when the page is re-queried.

Expect the selected value to show on the person's Area of Responsibility page.

The issue can be reproduced at will with the following steps:
1- Login as HR Specialist
2- Navigate Person Management
3- Click on Manage Areas of Responsibility
4- Click the drop down on Responsibility Type. There is a list of 4 values (HR Representative, HR Director, Do Not Use 1, Do Not Use 2)
5- Select HR Representative
6- Click Submit
7- After the record is Submitted, on the form the Responsibility shows as Do Not Use 1.

The issue has the following business impact:
Due to this issue, users cannot update the Area of Responsibility.
