Unable To Access The Recs UI

Information in this document applies to any platform.
User is unable to log into the Recommendations UI (https://recmanager.atg.com/OracleRecsUI.swf). There are no error messages but the application clock continuous to be displayed. Clearing browser cache or using another browser eventually allows the user to log in. Once inside the application, the UI is extremely slow to respond.
