Symptoms

On : 11.1.5.0.0 version, Spreadsheet Loader

When attempting to update rate rows through the Edit Rates in Workbook functionality, although all the data is given correctly, only 20 to 30 % of the rows are getting updated.

The issue can be reproduced at will with the following steps:
1. Login to Fusion application.
2. Attempt to update rate rows through the Edit Rates in Workbook functionality,
3. Error occur
