Any publish event (manual or auto) will fail intermittently when a tomcat fails over. The user is unaware of the failed ResetRules task as thi sis happening behind the scene. The failure could manifest in the EE Editor with an "error" next to Site under the Publish tab OR a rule can simply stop functioning.
