Creating Journal With Known Valid Account Combination, Error: The combination is not valid. (FND-3107)

On : 18.104.22.168.0 version, Capture Transactions-Record and Edit Standard Journal Entries
When attempting to create a journal via the Journals UI using a specific account combination for one of the ledgers, an error appears.
Journals have been entered in the past via journal import using the same account combination. It has been checked that the account
combination is enabled for posting and that all segments are active.
The account segment value for the account combination has the following setting: Third Party Control Account: No
The error shown in the journals UI is:
Error Error FND_ACFF_AccountKFF_ConcatenatedStorage; The combination is not valid. (FND-3107)
The issue can be reproduced at will with the following steps:
1. Go to the journals UI and create a journal
2. Select a specific combination and see the error.
