Incomplete User Data Cause A Application Error After User Log In Fusion Application

When logging into fusion applications as an user, it will get following error message:

An Application error occurred, See the incident log for more information.

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 31, Server Domain: CommonDomain, Server instance: HomePageServer_1, Application Name: HomePageApp


Steps to reproduce:

1. Access fusion application URL
you will get a login page

2. Enter correct user name and password
you will see the Application Error message
