When Creating a New Hire in Germany the National ID Section Disappears (Doc ID 1601193.1)

On : version, Manage Workforce Lifecycle-Add Person

When trying to create a new hire in Germany as soon as you select a Legal Employer that is in Germany, the National Identifier Section on the Person form disappears so that the user is unable to create a National Identifier.

The expectation is that the National Identifier Section would remain visible after selecting German Legal employer so that Social Insurance number can be entered. 

The issue can be reproduced at will with the following steps:
1. Navigator->New Person
2. Click Hire an Employee
3. Select a Legal Employer that is in Germany
Once the selection is made the National Identifier section disappears.

The issue has the following business impact:
Users cannot enter Social Insurance or other numbers that will be required for a Payroll Interface.
