Symptoms

On :  11.1.7.0.0 version, Functional Setup Manager

ACTUAL BEHAVIOR  
---------------
 "Import Setup Data" method Import status become "In Progress" but no task becomes In progress (always Not Started).
 Scheduled Process becomes Succeededd without log.

EXPECTED BEHAVIOR
-----------------------
Process Import Setup Data  should complete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Export SALES and MKT projects from GAN POD this morning : successful
- uploaded this configuration package on GFN POD.: successful
- Navigator > Manage Configuration Package  >  execute "Import Setup Data" method Import status become "In Progress" but no task becomes In progress (always Not Started).
- Scheduled Process becomes Succeeded without log.
