Misleading error message when electing the maximum coverage amount for Spouse/DP life

There are two configuration rules:
1. Coverage maximum for Spouse/DP like is 50% of Employee Supp Life
2. Coverage can be incremented only in ranges of 1000

Both of these conditions are working as expected. One inconsistency is when 50% of Employee Supp Life coverage is not a clean multiple of a 1000. The error then shows that you can enroll into an amount that is not a multiple of 1000.
