Nonrecurring Element - Element Entry Not End Dated

For a non-recurring 'Information' element,  when an element entry is added  to a person,  the applies:

If the person has a Payroll, then the Effective End-date is shown.
If the Person doesn't have a Payroll, then the Effective End-date is left blank (defaulted to end of time).

Payroll element should end date

The issue can be reproduced at will with the following steps:
1. Navigator>Payroll administration>Manage element
