Employee Performance Document Is Not Processed (Doc ID 1609383.1)

Symptoms

Employee's performance document is not getting processed after eligibility batch process is executed.  Due to this issue, users are unable to access the performance documents

Users expect that the eligible employees should be able to access their performance documents, once the batch eligibility process is run.


Steps To Reproduce
1. Setup the performance template, with eligibility profile based on Grade.
2. Run the Manage Batch Eligibility process.
3. When the HR Specialist checks the worker's eligibility for the PD, it shows as eligible.
4. However, when the employee/ manager logs in they are unable to find the performance document in My Evaluations/ My Manager Evaluations tab.
