Cannot Add A Line Manager (Doc ID 1613847.1)

Symptoms

To a add a Line Manger to an Employee the following steps followed and got error.
1. Hire a X worker
2. Delete the X worker via script (deleted the data using delete diagnostic)
3. Recreate the same X worker with correct data
4. Hire an Y worker
5. Add X worker as a line manager
6. System error "Only One manager can be a line manager. (PER-1530140)
