System Date Advances Prematurely For The Time Zone Set in Preferences

The Fusion Applications system date default is advancing to the next date too early for the time zone set in the user's preferences. Users waited until 9:27pm CT on 17Jan2014. This issue occurs in many user interfaces (UIs) within Fusion Applications.
This problem may result in incorrect dating of transactions if not caught by the end user.
Payroll Calculations workspace is still advancing the date prematurely. Shown here are a few examples including the Manage Payroll Relationships, Manage Element Entries and Manage Payroll definitions UIs in which the date already advanced to 1/18/2014 even though it is still 1/17/2014.
Date advance problem also appeared on the Navigator à Plan configuration and the Navigator à Evaluation and Reporting pages.
Date advance problem also exists in the Navigator --> Profiles workspace. This is an example of a custom Person Profile in which the From Date is defaulting to the next day.
