Following error is raised while saving the elections.

The employment level entered is not eligible for the element Medical EE on 2014-01-01. (PAY-1635125)
You cannot grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule.
