Create User > Incorrect Email Address Places Create User Process Into Invalid State

When attempting to create a user and the email address is enter incorrectly an error message is displayed, upon correcting the email address,
the following error occurs.
The foreign key value OwnerTableId is invalid. Enter column PARTY_ID value from table HZ_PARTIES. (HZ-120080)
The e-mail address is invalid because the format is incorrect. (HZ-120128)
The issue can be reproduced at will with the following steps:
1. Navigator - Manage Users
2. click New Button - enter details with incorrect email address format eg xxx.xxx
3 Save - error displayed
4. correct email address - eg firstname.lastname@example.org
5.Save - error is stills shown
