Symptoms

On : 11.1.7.0.0 version, Functional Setup Manager

Cannot  add a new manager to an organization in Sales Markettng hierarchy this is not possible


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  Manage user > select a user > see 2 possible managers in LOV
  > select the one which is not the current one (functional need)
  > User can save and get no error nut new manager is not saved

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot refresh hierarchy and test manager update for some organization
