Fusion Global HR: Unable to Edit Data Elements in HCM Extract

Symptoms
Some users cannot create data elements on records nor edit existing elements in an HCM Extract. Create button is disabled. This occurs with any extract the user tries to edit.
Same user was able to create and edit earlier in the day.
The issue can be reproduced at will with the following steps:
1. Navigator > My Client Groups > Data Exchange.
2. Select the Extract Definitions task.
3. Search and select an extract.
4. Expand and select a Record within a block. Note in the Extract Data Elements region the create button is disabled.
