Generate Allocations Process Ends With Error In Rule Execution. Could not execute EndAllocations (Doc ID 1621191.1)

On : version, Capture Transactions-Define Allocations and Period Entries

If language other than English is installed, the process 'Generate Allocations' and 'Execute Allocations and Write Back Results' failed with the following error.

 ERROR in rule execution: Could not execute EndAllocations

 Releasing AM : END ....

The issue can be reproduced at will with the following steps:
1. Create Allocation Rules
2. Submit Generate Allocations on Journals UI
