Manage In Spreadsheet Button Not Available In Manage Absence Records Page (Doc ID 1628779.1)

Symptoms

Manage In SpreadSheet is not displayed even though it is not hidden through Personalization

The issue can be reproduced at will with the following steps:
1. Navigator > Person Management > Query an Employee
2. Go to Manage Absence Records
3. Go to Administration > Customize Person Management Pages -> Select Site Level
4. Go to the task gobutton: Manage In Spread Sheet and observe that this is not hidden
5. Observe that Manage In SpreadSheet is not showed on the application grid
