Symptoms
Navigate to Data Role Generation for Business Unit Try to generate roles. They do not generate.
Under Newly created Billing Manager Role, the Account Address Set is missing when trying to setup a customer.

get the error:
Roles in this group are found to be in an inconsistent state. The relationship between the External Role and newly created role is missing.
