Workday Work Pattern Shows Incorrect Start Time Based On Work Shift On R7 (Doc ID 1632765.1)

On : version, Set Up Workforce Deployment

Customer has created work shift starting at 8 am for 4 hrs (8- 12 ), when using this in work pattern it is showing incorrectly at start time 7-11

Shift should accurately reflect the time within the work pattern based on time zone and daylight savings.

The issue can be reproduced at will with the following steps:
1. Log in as the HR admnistrator
2. Navigate to Functional Setup Manager
3. Access the Manage Work Shifts UI
4. Create a 4-hour workfrom startng at 8am (8am-12pm).
5. Access the Manage Workday Patterns UI.
6. Create a new workday pattern with the shift from Step 4.
7. View the new workday pattern, and confirm the shift time is one hour early (7am-11am).

The issue has the following business impact:
Due to this issue, users cannot accurately set up work patterns. This wlll delay the customer's CRP and any go-live milestones.
