Symptoms
ACTUAL BEHAVIOR

The customer is using the performance ratings in My Compensation Plan. However, the performance template list of values (LOV) is not displaying any values in Compensation plan setup.
EXPECTED BEHAVIOR
-----------------------
Performance Template LOV displays templates created in Performance Management.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate => Compensation => Configure Performance Rating
2. In Performance Document Properties, click the Performance Template LOV
3. No values shown.
