Fusion Applications HCM OTBI: Workforce Management - Worker Assignment Real Time , Headcount result does not match the data input to Fusion Apps, if Employee has no Line Manager

Fusion HCM 11.1.7 Cloud - OTBI
When attempting to analyze Headcount, you noticed unexpected data discrepencies, the Grand Totals did not match the expected values
Expect Grand Totals in analyses to be accurate, when compared to the Employee data input into Fusion Applications
Grand Totals (COUNTs) do not match the expected values. When you have Employee data where some employees have no Line Manager , these Employees are not included in Counts.
By following these steps the issue can be reproduced:
Query the Subject Area = Workforce Management - Worker Assignment Real Time
Analysis shows correct COUNT (Head Count) results only if each employee has a Line Manager, or has 2 managers Line Manager and other Manager
Analysis COUNT does not include Employees who have NO Line Manager (they may have another type of Manager such as Project Manager)
Notes: The analysis was run with a user who has functional and data security roles: Application Implementation Consultant, HR Specialist, HR Analyst
Later input: You have one supervisors at least, but is not always Line Manager, you have some personalizations for the common look ups and in some cases you have Project Manager instead of the Line Manager as the Employee's Supervisor .
