The issue can be reproduced at will with the following steps:
1. Create a element with an input value to indicate a percentage: number UOM, minimum 0, maximum 100.
2. When assigning the element entry, confirm the field help implied decimals are allowed.
3. Enter a decimal value, and confirm the error is triggered.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enter decimal-based target percentages. This is currently affecting live systems.
