Fusion Global HR: Cannot Create Key Flexfield Segment In People Group Key Flexfield Error FND-2654 (Doc ID 1634297.1)

Cannot create Key Flexfield Segment in People Group Key Flexfield

Attempting to create a segment in the People Group Key Flexfield and I get the following error when attempting to save.

The Value set length is 60 and the segment width is 60

The value set HUS_HR_NIMIKE cannot be assigned to this segment 10. (FND-2654)
In application 800, key flexfield PPG, and structure HUS_People_Group_Key_Flexfield, default value set HUS_HR_NIMIKE cannot be assigned to segment 10 which uses column SEGMENT10. The assigned value set must have a data type that is compatible with the column data type and its maximum length must be no longer than the column length.

The issue can be reproduced at will with the following steps:
1. Navigate to FSM task Manage Key Flexfields
2. Create KFF People group
3. Manage KFF flexfield structure
4. Add an extra segment to bring up to maximum size of 60

The issue has the following business impact:
Due to this issue, it is not possible to create a full width definition of a complex KFF structure.
