Fusion Benefits - Close Action Items Process Does Not Close Action Items

Fusion Benefits - Close Action Items process does not close action items
The close action item process was run successfully and it says that it completed for all people, but reviewed the people it said it processed and action items are still open.
Ran the process individually for one person, process completed successfully but action item is still open.
Tried same process for another client and it gave same results with past due action items still open.
Is there a configuration option to prevent this from occurring?
