Outlook/Sales Cloud Sync Collision

When a particular user performs a sync a collision error is seen with the same customer every time. This happens everytime
the following error occurs.
Message: Detected in synchronization : 1 conflicts, 0 duplicates, 4 issues, 0 confirmations
JBO-27023: Failed to validate all rows in a transaction.JBO-27024: Failed to
