SSO: Assertion Time / Out Of Validity Period

Information in this document applies to any platform.
Users (e..g, SmartOrg, Recruiting) and internal Candidates (internal Taleo Career Section) experience authentication errors when attempting to access Taleo via SSO.
The issue may or may not be sporadic. For example it may happen to only some users, and even for those users it may only happen some of the time.
This may be caused by a single SSO server out of many not being in sync with the atomic clock making it appear sporadic.
Assertion errors in Taleo logs contain something like "Out of Validity Period", "Assertion Too Soon", Assertion Time Out
