ER: Ability To Stop Employees Updating Personal Information In The Past

Currently, it is possible for employees to create new contacts/addressess with any effective date that they choose (can be years in the past). The customer would like to be able to prevent employees from setting effective dates too far in the past (for example, three months prior to today). Some historical information has an impact on the pay, benefits and social security of that employee.
For example, if an employee has a child or spouse recorded in the system, they are entitled to some further tax deductions. HR want to prevent employees from making changes of this nature too far in the past because of the fiscal impact. Any historic changes of this nature should be dealt with only by HR users.
